SUBJECT: Letter of Appreciation

5 December 1980

1. This is to express appreciation to Col Paul E. Duplessis, USAF, Chief DC-7A, DIA, for his exceptional initiatives, accomplishments, and professional liaison with the National Security Agency's Office of Requirements, Compliance, Evaluation and Directives. Col Duplessis established an uncommon and most appropriate and refreshing interchange between himself and his counterparts at NSA in a manner that effectively established a similar and very productive relationship among our respective work force. He sought and achieved an unprecedented and mutually beneficial environment of cooperation and candor, contributing to the resolution of key operational issues and problems confronting our two organizations.

 

2. From our perspective, the impending departure of Col Duplessis leaves us with a remarkable number of superior accomplishments:

a. The Joint Chiefs of Staff Joint Operational Planning System reached a most significant milestone in October 1980 upon publication of procedures for inclusion for the first time of Command Contingency-Wartime intelligence information requirements as a standard feature in their myriad Operational Plans. This
initiative by Col Duplessis will reap very substantial benefits for both the Commands as well as Defense Intelligence activities in the form of a clear expression of requirements which will enhance responsive support by intelligence resources.

b. Col Duplessis provided invaluable guidance and continuing emphasis on implementation of unique and totally responsive intelligence support to the Joint Chiefs of Staff Single Integrated Operational Plan. As a result of his extremely successful leadership, this vital activity is assured full support by the Department of Defense and Defense Agencies.

c. Because of Col Duplessis' farsighted grasp of the DoD need to develop, test, and implement a dynamic and viable system to evaluate responsiveness to Defense intelligence requirements, he provided the critical leadership and initiative which began such a system. As a direct result of his perseverance, the DoD, U&S Commands and Components, and Defense Agencies enjoy an increasingly effective evaluation system of mutual benefit to our collection and resource managers. His untiring effort in this arena will produce benefits for all of us well into the 1980s. This is especially noteworthy in our view, because all of us will require new and innovative tools to better enable us to cope with diminishing resources in the coming years. Realistic evaluations of our effectiveness in fulfilling users' needs are a key yardstick in meeting this challenge.

We cannot overemphasize the esteem with which we view Col Duplessis' effective rapport with all levels of personnel in our organization. His attention to the "people" aspect of our many mutual projects, the periodic meetings to exchange ideas, points-of-view, debate and resolve difficult and important issues, and cross training and familiarization of our respective work force with counterparts, are all a distinct credit to his imaginative leadership.

 

3. We will miss Col Duplessis' outstanding and multi-faceted contribution toward our mutual interests and mission. I will personally miss the frank solution-oriented discussions which always characterized our business relationship. It has been our distinct pleasure to know and have worked with Paul. All of us wish him well on his departure.
